The NTUSU Union Council is the legislative branch of the Union, established to safeguard and champion the interests of the NTU student body.

As the representative assembly of elected student representatives across faculties and clubs, the Council plays a pivotal role in shaping Union policy and ensuring that the Union remains grounded in the evolving needs of our student population.

Functions of the council

  • The Union Council plays a central role in shaping NTUSU’s direction by reviewing, debating, and approving key Union policies, proposals, and constitutional amendments. The Council ensures that all decisions and align with the long-term interests of the student body.

    These debates ensure that NTUSU’s work remains relevant to the evolving needs and values of the student body.

  • The Council takes on a critical and inquisitorial role, keeping the Executive Committee accountable to the student population.

    This includes raising questions, calling for clarifications, and initiating reviews to ensure Union actions stay with its mission or student concerns.


  • The Union Council exercises financial scrutiny by requiring the Executive Committee (EXCO) to seek the House’s approval for the Union Budget before the start of each financial term.

    The Budget is first presented by the Honorary Financial Secretary to the Council. The budget includes the detailed budgets of each event and initiative. Council members debate the Budget and are provided with 7-10 days of deliberation .

    Only after a formal vote of endorsement by the Council is the Union Budget submitted to the NTU Student Affairs Office and NTU Finance Office for final approval and compliance checks.

    All expenditures must go through a structured approval process. Event proposals with itemized budgets are submitted to and approved by SAO before any purchases are made. Treasurers submit claims through NTU’s Integrated Claims System (ICS), along with supporting documents such as receipts and bank statements. Claims are reviewed by NTU NSS Finance, and external audits by public accountants are conducted to ensure accuracy and compliance with accounting standards.

Council leaders

The Council is led by the Council Chairperson, Deputy Chairperson and Council Secretary.

The Council Chairperson and Deputy Chairperson ensures the objectives of the Council are carried out correctly and appropriately by the Executive Committee. They chair the meetings of the Council, and ensures that the meetings are conducted in a fair and unbiased manner.

The Council Secretary looks over the administrative matters of the Council, such as conducting meetings, preparing meeting minutes and managing attendance of members.

The Union Council forms Standing Committees and Workgroups to oversee key functions and advance strategic areas of student representation.

These committees and workgroups operate under Council’s oversight and report back during Council Meetings.

  • Duties:

    • Review and propose updates to the Union’s Financial Regulations. All updates must be submitted to the Council for approval before implementation.

    • Audit the budget of the Union and its constituent bodies. An audit report will be presented if mandated by a Council resolution or during a Union General Meeting.

    • Submit an annual financial report to the Council, detailing the financial state of the Union and its constituent bodies at the close of each Financial Year.

  • Duties:

    • Coordinate all matters relating to environmental sustainability for Union members, with the aim of reducing the University’s overall carbon footprint.

    • Raise to the Council any environmental sustainability concerns arising within the University.

    • Recommend sustainability-related measures for the Union and its members.

    • Implement all Council decisions relating to environmental sustainability.

    • Oversee all matters concerning student welfare in the domains of:

      Academics, Transport, Facilities, Food, Healthcare, and Empowerment.

    • Collaborate with the Union’s Policy Team to:

      • Raise any emerging issues affecting member welfare.

      • Recommend policies and initiatives to enhance student welfare.

  • Duties:

    • Review and propose updates to the Union’s Election Regulations. All updates must be approved by the Council before they are adopted.

    • Serve as the central body facilitating election procedures across all constituent clubs.

    • Act as a direct feedback channel for any issues or recommendations regarding election procedures.

    • Ensure all election committees are well-informed of the prevailing Election Regulations.

    • Oversee audits of Union elections to ensure compliance and integrity.

  • Duties:

    • Review and propose amendments to the Union Constitution, as required.

    • Work closely with the Council Chairperson and Secretariat to ensure alignment with the Union’s mission and legal framework.

    • Assist in interpreting constitutional clauses when ambiguities arise, in consultation with the NTU Students Affairs Office.

    • Educate the student population on the Council’s roles, decision-making processes, and initiatives.

 FAQs

  • The Union Council is the highest student representative body in NTU.

    Union Council is made up of:

    • Presidents from all 16 Academic Constituent Clubs (ACCs)

    • Presidents and Vice-President/General Secretary from 3 Non-Academic Constituent Clubs (NACCs) - Sports, Cultural Arts, Welfare Service Services

    • Elected Union Representatives

    Each Constituent Club is allocated 1–2 Union Representatives, depending on the size of its student population. This ensures proportional representation across all faculties and interest domains.

    Union Representatives are elected by their Constituent Clubs to contest for a role in the Union Executive Committee (EXCO), and are presented at the first Council Meeting. At this meeting:

    • Council votes to grant the mandate for each Union Representative.

    • Those who do not receive the mandate step down from their role as Union Representative.

    The role of a Union Representative is to look beyond the interests of any one club — they represent the entire undergraduate population. They help shape Union-wide direction, raise student concerns, and ensure alignment with the needs of all NTU students as an EXCO. Because this role requires them to act in the interest of all undergraduates, it requires a mandate from Council to ensure their legitimacy and accountability.

    All students are still represented in Council by their ACC/NACC President, regardless of whether their club’s Union Representative has successfully been appointed by Council.

  • The Council debates proposed policies, and ensures transparency and student representation across all decisions.

    The Executive Committee (EXCO), on the other hand, executes Union-wide initiatives and manages day-to-day operations, in line with the decisions made by Council.

  • The Council meets formally once every month, with additional sessions convened when necessary.

    This platform is regularly updated with official documents, including policy motions, constitutional amendments, and meeting records. Access is restricted to NTU and NIE undergraduates.

  • Union Committees and offices

    Union Committees are specialised arms of NTUSU that implement initiatives across key domains such as welfare, events, representation, and research. Each committee is overseen by an EXCO member, ensuring alignment with the Union’s strategic direction.

    These committees serve as the operational engine of the Union, translating vision into action for the benefit of the student body.

    At the helm, NTUSU’s Executive Committee (EXCO) consists of dedicated student leaders overseeing NTUSU’s 18 committees, managing daily Union operations.

    They lead the way in creating new policies and initiatives to improve student life, gathering feedback, and addressing concerns with actionable solutions.

    The EXCO is the executive arm of the Union, implementing policies and decisions made by the Council .
